Hesitation Pitch in High School

    The hesitation pitch is becoming more and more popular especially with pitchers like Marcus Stroman throwing it semi-regularly. It’s where a pitcher lifts his leg to throw then stops for a second or even pumps his leg in the air before completing the stride to home and throwing the pitch. It is obviously legal in the MLB, but I saw someone do it at a high school game in Kentucky and it was called a balk. I always thought it was legal at all levels. Is it illegal in high school or was it the wrong call?
